Sichang (Cathie) Chen

Cathie Chen is an FDA Regulatory associate in the firm's Washington, D.C., office.
Cathie assists FDA- and USDA-regulated companies at all levels of the supply chain navigate complex state, federal, and global regulations and achieve their business goals, with a focus on food and beverage, packaging, and food technology matters, among other areas.
Cathie has experience counseling clients on domestic and global regulatory and compliance requirements related to food additives, food packaging, drug and medical device packaging, and sustainability. She has previously assisted companies in obtaining regulatory clearances in various jurisdictions, including in the United States, China, Japan, and the European Union. Cathie has also advised clients on good manufacturing practice (GMP) matters related to the manufacture of various FDA- and USDA-regulated products.
While attending George Washington University Law School, Cathie served as senior managing editor of the Public Contract Law Journal. She also helped develop the health law initiative as a fellow in the Kahan Health/FDA Law Fellowship, and mentored law students interested in health and FDA law as president of the Student Health Law Association. In 2021, she won first place in the University of Maryland's Health Law Regulatory & Compliance Competition, highlighting her passion for helping clients navigate state and federal regulations.
